EIB Launches International Architectural Competition for New Building for 2020

The European Investment Bank (EIB) has launched a Restricted International Architectural Competition in search of an Integrated Design and Project Team (IDPT) for the conception and construction of a new building for the EU bank, replacing the functions located in the Bank’s existing West Building which is nearing the end of its usable lifespan.

Final date on which the documents can be obtained is 24 September 2012.

The information regarding the International Architect’s Competition launched by the EIB was published on 28th August 2012 in the Official Journal of the European Union (OJEU) and can be accessed at http://ted.europa.eu/udl?uri=TED:NOTICE:271627-2012:TEXT:EN:HTML&tabId=0 (text attached in PDF). Applications for interested IDPTs should be received by 13th November 2012.

 

A building at the forefront of sustainability

The planned building will be located on the plot to the east of the EIB’s East building (EKI) and will provide a new headquarters for the Bank from 2020. The project aims to rehouse staff working in the existing West Building, whose permit for exploitation as an administrative building is nearing its end. The new building should deliver a total of 1,500 workstations and integrate all of the business functions currently located in the EIB’s West Building.

The project seeks to manifest itself as a sustainable building at the heart of a harmonious Campus on the Kirchberg Plateau, proposing a working environment for the EIB which is functional, allows for organisational and operational excellence, and offers value-for-money in the current economic and financial climate.

 

Two-phase International Architects Competition

The International Architects Competition announced in the OJEU on 28th August 2012, will be organised in two distinct phases:

–       Firstly, on the basis of a thorough review of all applications received as a result of the afore-mentioned notification, an EIB procurement panel will pre-select five IDPTs to participate in the design-phase of the Competition.

–       In the second phase, the five pre-selected IDPTs will receive the IDPT Programme, detailing all EIB requirements for the new building. In the framework of an anonymous Competition, the pre-selected participants will then present a Preliminary Design and Architectural Model to the Bank.

Three winning bids will be selected by a professional jury of international specialists. In addition to a Competition Participation Allowance for all five pre-selected IDPTs, an award will be offered to the top three designs. The IDPT Competition should reach its conclusion by late 2013, at which point the Bank’s governing bodies will take a decision on its future real estate strategy.
