The Latvian company “Eiropas Dzelceļa Līnijas” Ltd, implementing body of the 1^st stage of the Rail Baltica project in Latvia, has announced an open international sketch design competition “The idea for construction of the Rail Baltica railway bridge and complex development of the central multi-modal public transport hub in Riga” for the object of the priority project of the European transport network Rail Baltica in Latvia.

“The sketch design for construction of the Rail Baltica railway bridge and complex development of the central multi-modal public transport hub in Riga”.

The period for elaboration of the design sketch – four calendar months.

The aim of the competition: to obtain the most appropriate sketch design for the central multi-modal public transport hub in Riga and the Rail Baltica railway bridge in the territory encompassing the historic central railway station of Riga and its infrastructure, the embankment from Dzirnavu iela to Krasta iela and the planned Rail Baltica railway bridge over the River Daugava.

The study area of the competition: around 587,000 m² (~ 59 ha).

The subject of the competition: a sketch design for a complex spatial development of the central multi-modal public transport hub in Riga and construction of the Rail Baltica railway bridge over the River Daugava. The sketch design should include functional and architectural solutions for rebuilding and expansion of the Riga passenger station, the architectural and structural design of the Rail Baltica bridge over the River Daugava, master plan solutions for the entire development of the competition area.

The commissioner of the competition: SIA “Eiropas Dzelzceļa Līnijas”, implementing the 1st stage of activities as part of the Rail Baltica project in Latvia.

Description of the project: the competition area covers approximately 140,000 sq m in the central part of Riga, the capital of Latvia, and it has always been one of the landmarks of the capital city together with the historic central railway station of Riga to be rebuilt and the existing bridge over the legendary River Daugava. Until 2022 it is planned here:
– to build a railway track of the European standard gauge;
– to rebuild and extend the station, transform the embankment;
– to establish a multi-modal public transport hub;
– to build a new bridge over the River Daugava.

Competition rules: architects, urban planners, railway transport specialists and landscape architects from Latvia and abroad are invited to take part in this interdisciplinary competition.

The basic assessment criteria of competition entries:
  – urban construction and architectural solutions for the competition object;
– functionality, mobility and accessibility of the competition object;
– specific criteria;
– logistics of organisation of construction works.

The prize money of the competition: EUR 150,000. The winner of the competition will be invited to the negotiations about provision of technical support to the Client during the elaboration of the design to implement fully the ideas of the sketch design in the urban environment.

The Jury of the competition will include representatives from the State Inspection for Heritage Protection, Riga City Council, Riga Construction Board, JSC “Latvijas Dzelzceļš”, Ministry of Transport, as well as internationally recognized leading specialists in the relevant area from Germany, Great Britain and Latvia.
